The Solar Energy Corporation of India (SECI) has formalized a strategic partnership with three Odisha state utilities to accelerate large-scale renewable energy and storage development across the eastern state.
The Memorandum of Understanding, signed with Grid Corporation of Odisha Limited (GRIDCO), Odisha Hydro Power Corporation (OHPC), and Odisha Renewable Energy Development Agency (OREDA), outlines an ambitious clean energy roadmap that positions Odisha as a key player in India’s green transition.
Transformative Energy Infrastructure Plans
The collaboration encompasses multiple high-impact renewable energy initiatives:
- 1,000 MWh Battery Energy Storage System (BESS) – Large-scale storage to enhance grid stability and renewable integration
- Pumped Storage Hydropower Projects – Leveraging Odisha’s topography for long-duration energy storage
- 2.5 GW Floating Solar and Solar-Plus-Storage – Innovative solar installations combined with battery systems
- Next-Generation Renewable Technologies – Exploring emerging clean energy solutions
This diversified portfolio addresses both immediate energy needs and long-term sustainability goals while strengthening grid reliability through advanced storage infrastructure.
High-Level Commitment at Global Summit
The MoU was formalized during the Global Energy Leaders’ Summit held in Puri from December 5-7, 2025, underscoring the strategic importance of the partnership. The agreement was signed by senior leadership from all participating organizations:
- Shri A.K. Naik, Executive Director, SECI
- Shri Pranab Kumar Mohanty, Managing Director, GRIDCO
- Shri Amiya Kumar Mohanty, Director (Operations), OHPC
- Shri Saudutta Biplab Keshari Pradhan, CEO, OREDA
The ceremony drew participation from senior officials representing the Government of Odisha, the Ministry of New and Renewable Energy (MNRE), and SECI leadership.
Economic and Employment Impact
Beyond environmental benefits, the renewable energy projects are expected to generate significant economic activity in Odisha. The initiative will create both direct employment in project construction and operations, as well as indirect opportunities through supply chains, maintenance contracts, and supporting services.
This job creation potential aligns with India’s broader goals of building a robust domestic renewable energy manufacturing and services ecosystem while ensuring energy security.
Advancing India’s Clean Energy Mission

partnership reflects the accelerating pace of renewable energy deployment across Indian states. By combining central government expertise through SECI with state-level execution capabilities, the collaboration creates a replicable model for other regions.
Odisha’s focus on floating solar technology is particularly noteworthy, as it optimizes land use while potentially delivering higher energy yields due to the cooling effect of water bodies. The integration of battery storage with solar projects addresses intermittency challenges and enables round-the-clock clean energy supply.
Looking Ahead
As project implementation begins, stakeholders will be watching closely to see how this multi-gigawatt renewable energy pipeline progresses. The success of this partnership could serve as a blueprint for similar state-level collaborations across India’s renewable energy sector.
With robust storage solutions and diverse technology deployment, Odisha is positioning itself to not only meet its own clean energy targets but also potentially become a renewable energy surplus state capable of supporting the broader regional grid.
